The Tech Tree was next, which was a little tricky. Then I delved into the campaign group stuff, which is where all of the various diplomacy stuff is. Then I moved on to Buildings and the getting new Settlements going (settlements were a bit tricky, but I don't know if you'll need to worry about that as much with a Horde, and you don't need a starting settlement which should help things a bit). Then I worked on the Units and Military Groupings (and you can use the custom battle tables to make sure everything works). What I did was start with the frontend stuff, selecting the faction, loading into a game, and having your initial starting location. Now I'm working on fleshing out the agents and generals, adjusting skill trees, and making some new Legendary Lords.

I've not made an entirely *new* faction, but I have made an independent subculture (which is what I would suggest) with a new roster, units, settlements, buildings, tech tree, skills, and I'm working on new Legendary Lords.
